The PLTMH activity began to introduce around 1982 in the village of Padasuka, Cianjur, West Java, in the form of a waterwheel over shoot to move the electric dynamo. The installation work shows very badly; Not safe and easily damaged. Based on this experience the Mandiri Foundation tried to adopt turbine technology from various sources. The use of watermirls finally realized facing various problems. Therefore the Mandiri Foundation decided to study the water turbine. The choice is a crossflow (CrossFlow) turbine as made by Osberger in Germany, with consideration that it can be made with its own relatively simple equipment. After the project is completed, the small industry in the field of making turbines does not have access to technology. Meanwhile, product development demands continue to appear, when they want to continue to exist in the market. This is the right time for higher education institutions, which in addition to being engaged in education also has research activities and community service activities, to help this industry. The benefits of this activity are not only for the small industry guided, but also for ITB so that they are used to serving industries, especially small and medium-sized around it, so that they can develop their businesses so that they can absorb labor. In addition, academic civilians such as students and employees can also be involved. The implementation of this community service activity regarding the teaching of designing.
