""" The sea tribe is one of the isolated tribes or known as the Remote Customary Committee (KAT). Remote Indigenous Community (KAT) and has backward conditions in terms of transportation, health and education. Sea tribal people are also known as boats/sampans because of their nomadic lives by carrying out all activities of living activities living in a boat or sampan that is roofed by a kajang. Although the government has placed their placement on settlements on the islands of Riau's winding, the settlement or village of the sea tribe is still isolated with the surrounding community, so that the development and welfare of the sea tribal community is still backward. One of the sea tribal settlements is located in Lingga Regency, Riau Islands Province, namely on Lipan Island. On the island there is only a small elementary school, if they want to continue school, the higher seafood children must cross the sea to a more advanced island. Lack of children's interest in learning and school makes problems for the sea tribe. Low educational background will hamper the development and welfare of the Sea tribal community. Volunteers are needed who want to provide their service for the development of education in the remote indigenous community in this case the sea tribe so that with sufficient provisions they can develop their potential and standard of living. Because of that, we, from the Oceanographic Study Program Team, were moved in the Sea tribal community empowerment program, especially in the field of education. The ITB program to build a country has been implemented since last year. The proposed program is ITB Teaching (giving an understanding of sea preservation and mitigation of marine disasters), holding arts, sports and various games, and procurement of sports and libraries. ITB is expected to be a leading university in Indonesia to expand its role for remote areas, border areas and also alienated or disadvantaged tribes. """
