Tourism as one of the main sectors that forms the basis of the Indonesian Capital City (IKN) (Appendix II to Law Number 3 of 2022) is expected to provide broad benefits not only to the regions and communities within the scope of the IKN area, but also to throughout the East Kalimantan region. The tourism concept promoted by IKN is inclusive ecotourism, namely tourism that continues to prioritize efforts to conserve natural and cultural resources and involves all parties, especially the community, in its development.
Samboja District in Kutai Kartanegara Regency is a coastal area with abundant natural resources. Various potential tourist attractions in Muara Sembilang, along the Black Water river as a habitat for proboscis monkeys, history, and the mangrove forest area in Kampung Lama Samboja are one of the tourist attractions that are close to nature and culture and are able to attract tourist visits. Currently, tourism development in this sub-district still faces challenges in being able to continue to be encouraged in developing and improving the community's economy and maintaining environmental sustainability. The problem of waste in coastal areas and environmental management, as well as exploration of potential tourist attractions as well as biodiversity and cultural diversity in coastal areas are things that must be considered and considered in developing tourism.
Currently, the largest number of tourist visits are in the Bangkirai Hill and Borneo Orangutan Survival (BOS) areas which are of interest to domestic and foreign tourists in West Samboja District. This area was originally included in the scope of Samboja District, but along with the expansion of sub-districts, Samboja District is currently located in a coastal area and has not yet become a major tourist destination in the district. As a new sub-district and this area in the RTRW of Kutai Kartanegara Regency for 2023-2042 (Regional Regulation Number 7 of 2023) has been removed from the administration of Kutai Kartanegara Regency because it is included in the administrative scope of KPIKN together with West Samboja District, creating the need for new, more sustainable functional direction. especially in efforts to develop sustainable tourism destinations that are competitive and support IKN.
In Presidential Regulation (Perpres) no. 63 of 2022 concerning Details of the Master Plan for the Archipelago Capital, the position of the Samboja area as a development area for the archipelago capital (KPIKN) whose economic activities are directed at ecotourism and as a partner area for the archipelago capital, and the Samboja area functions as a secondary activity center together with Muara Jawa. The Samboja District area which is included in the IKN area consists of 4 villages and 19 sub-districts. 2
Within the scope of national tourism zoning, the Samboja area is designated as included in the DPN (national tourism destination) Tenggarong-Balikpapan and its surroundings, namely more precisely as the Balikpapan-Samboja national tourism development area (KPPN) which is directed at developing cultural tourism Balikpapan and surrounding areas.
In an effort to develop the Samboja District area with the various potentials and challenges it faces assistance is needed involving the parties to create the area as a sustainable tourism destination. One of the instruments that can be used is the implementation of sustainable tourism destination development standards which refer to the Indonesian Sustainable Tourism Council (ISTC) standards which have adopted the Global Sustainable Tourism Council (GSTC) standards and have received recognition from United Nations Tourism (UN Tourism). This standard is also contained in the Regulation of the Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency of the Republic of Indonesia Number 9 of 2021 concerning Guidelines for Sustainable Tourism Destinations. These guidelines establish four standards for sustainable tourism destinations in general, namely sustainable management, cultural sustainability, socio-economic sustainability and environmental sustainability.
The 2024 Top Down Community Service Activity entitled Sustainable Tourism Management in Samboja District, Kutai Kartanegara Regency is designed to identify potential, problems, obstacles, challenges and opportunities for implementing sustainable tourism management which can then be certified as a sustainable tourism destination in Indonesia. The activity took place in Kampung Lama Village, Samboja District, Kutai Kartanegara Regency, East Kalimantan Province with the Sungai Hitam Lestari Pokdarwis community which was chaired by Pak Aidil along with four other members. The program was carried out within the scope of preparing technical guidelines for implementing sustainable tourism management in the district. Samboja, prepared a master plan that supports the implementation of sustainable tourism management, as well as providing assistance in implementing sustainable tourism in the district. Sambodia. It is hoped that the development of the Samboja District area as a sustainable tourism destination can be a way to meet community needs, provide added economic value, and also provide social and environmental added value.
Activities are carried out in several stages, namely: (1) preparation of activities through internal coordination and with partners; (2) substance preparation through literature review related to sustainable tourism; (3) survey and program outreach to be held on 21-25 August 2024; (4) analysis-synthesis of data, as well as preparation of a concept for sustainable tourism development; (5) preparation of study results in the form of a master plan for sustainable tourism development; (6) socialization of activity outputs held on 15-19 November 2024; (7) preparation of reports and publications.
This activity seeks to encourage all regional stakeholders to be actively involved in sustainable regional management. This goal has been achieved through mentoring activities, including: (1) mapping the tourism potential and problems of Samboja District in relation to sustainable tourism components; (2) preparation of technical guidelines for implementing sustainable tourism management in Samboja District (related to homestay management); (3) assistance in increasing the capacity of tourism human resources in Samboja District so that they understand and are able to implement sustainable tourism management; (4) socialization of sustainable tourism principles to the community and tourism stakeholders in Samboja District; (5) initiation of sustainable tourism destination certification in Samboja District.
Based on the results of mapping the potential and problems at the location, the results show great potential for tourism actors in Samboja District to realize the implementation of sustainable tourism. The potential of the local natural and cultural landscape can be developed guided by the regional development master plan. The problems that emerged from the results of the FGD with partners found several important issues that needed to be followed up, including the management of homestays and the preparation of a master plan for a sustainable tourism landscape. Through the FGDs carried out, the team was able to socialize the importance of realizing sustainable tourism, along with the principles and criteria that must be met to make it happen. The results of the FGD also show the response of partners who are interested in moving towards sustainable tourism by studying and starting to fulfill the principles and criteria for participating in sustainable tourism destination certification.
Through this activity, several outputs related to sustainable tourism development have been produced, such as the Landscape Masterplan Sustainable Tourism: Proboscis Monkey Tourism With the activities that have been carried out and the results obtained, it is hoped that this activity can provide broad benefits for community outreach partners in particular, and generally for regional development and communities in the area around IKN.

This PM is a medium for implementing the concept of sustainable tourism while strengthening the concept of sustainable tourism in Indonesia based on the characteristics of diverse tourist attractions and communities. This PM also opened up the public's insight into tourism at ITB and implemented it as an integration of landscape planning and design with tourism planning and management. Another benefit is that this PM expands ITB's target area for tourism.
