Food Security is one of the main keys in the welfare and progress of the nation and the country. Efforts to integrate agriculture are increasing capabilities in terms of land processing or land preparation before planting time. This land preparation is a crucial stage of success in the planting cycle. The purpose of this service is the development of a micro hand tractor for hilly areas due to the lack of human resources. Modify the hand tractor becomes lighter and can be moved past the rice fields. Agricultural activities in hilly soil can be helped by the existence of a micro hand tractor that can move through Pematang and hills. With a micro hand tractor that is developed, it is expected to have difficulty working on multilevel land solved. Structurally the stupette of the wheel in the prototype of this hand tractor is more resilient than stupst of the wheel on the existing hand tractor. Through this hand tractor will be able to work heavier and the longer use and the middle wheel structure can be paired with additional equipment to plow on dry land. The problems faced can be divided into two namely technical problems and administrative problems. Technical problems because most of the engine equipment components are still imported so that they become a barrier in designing the system. For this technical problem it is not easy to settle because the national industry, especially the component industry is generally still weak. While the problem of the administration is faced, the very rigid financial system is not oriented to the results / output which makes the results of the study not optimal.
