Smart / Smart City District is an intelligent city concept that is expected to be able to encourage regional development and effective government governance and integrated technology-based utilization, and impact on improving the quality of life and comfort of the community. Cirebon Regency is one of the selected districts to take part in the movement towards 100 Smart City throughout Indonesia, namely a movement initiated by the Ministry of Communication and Informatics of the Republic of Indonesia. Apart from being included in the 100 Smart City regions at the national level, one of the support of the Smart City program in Cirebon Regency, which is through the RPJMD in 2019-2024 on the 4th (four) mission, namely increasing the productivity of the community to be more advanced and superior. The Smart City program is used as the target of the mission, so the program is the priority of the leading program for the next 5 (five) years. Community participation is an important element because it shows a success The development process, both society as a system and individual. Smart People Being one of the important aspects of the development of the Smart City concept in Indonesia. Smart People will certainly increase the number of community participation and encourage Acceleration of Smart City's implementation in Cirebon Regency. Sumber District as the center of government and activities in Cirebon Regency will certainly be the main target In the implementation of the Cirebon Smart City program, which is also supported by the presence of campuses ITB Cirebon in Watubelah Village, Cirebon Regency. Some of these encourage the need for PPM activities in the form of assistance to increase capacity and Community participation in realizing Smart City in Cirebon Regency.

The results of the questionnaire showed that more than 50% of the people of Cirebon Regency, Sumber District did not yet know related Implementation of Smart City Programs in Cirebon Regency. Uninformed communities related to the Smart City program, will certainly inhibit the journey and the success of the program implementation. The community also does not have a level of technology literacy Good and yet familiar with technology, this is shown that most respondents (community in Cirebon Regency) are more convenient to use public service facilities directly compared to utilizing services in Online through the application.
