The 2017 survey shows Cimahi as a city famous for its creative digital products such as animation, games and other telematical products (Apps, Web Development, Commercial Advertising, Mobile Content, etc.). But based on the results of interviews in 2017 (in line with the BPPT survey), lack of collaboration and the need for government involvement becomes one of the problems. Therefore, in this service, through the support of the City Government of Cimahi, the ITB P3MI team in collaboration with the Cimahi City Industry Office will manage existing startups to be more developed under a Cimahi Digital Cimahi Forum (Co-Creation group) which has been formed in 2019 then. This community service activity aims to identify the obstacles that occur for shared value creation (Value Co-Creation) and make digital co-creation platform management to manage the creative digital startup co-creation. The Value Orchestration platform model is used to facilitate interactions between stakeholders. This model is built using a science service perspective. In this study, a qualitative approach was carried out with the need to explore and explain the phenomenon and develop theory. Data collection techniques used through two ways, namely: Open-Ended Interview and Focus Group Discussion (FGD). The method of learning this CCDF management activity is in the form of training (lectures, questions and answers, simulations, practices, learning by doing). Training participants came from the recommendations of the city's leading startup of Cimahi which amounted to 20 people.

The lack of innovative creative digital products produced. In 2019, the Cimahi City Government formed a collaboration platform that aims to improve management and service to creative digital startup through the co-creation group, Cimahi Creative Digital Forum (CCDF). The orchestrators who want to be made in this forum are still discussions between community associations in Cimahi and the Government.
