ITB's alternative energy oil program developed in Rajadesa District, Ciamis Regency is placed on a people's scale. The meaning of the people's scale here is that the community develops its own alternative energy oil distance for the need for fuel cooking at the household. Constraints and obstacles in the implementation of the program have been identified along with the program implementing partners, namely the Head of the Village of Sirnajaya and Tanjungjaya and several farmers owning land plantations in the district of Rajadesa. Based on this identification, 8 (eight) problems have become obstacles and obstacles in the field. The model of the solution applied to resolve the issue is the upstream-downstream solution model. The model of this solution is to overcome the issue in the upstream part, namely the weak participation of the community in cultivation of distance plants using the stimulus-response approach (behavioristic approach). This behavioristic approach is an approach by giving external stimulus to generate response to community participation in distance crop cultivation. One method of applying this approach is through the continuity of the supply of distance plant seeds.
